Purpose
The purpose of the Joint Land Use Study (JLUS) was to foster a joint venture between the Naval Air Station Joint Reserve Base New Orleans (NAS/JRB New Orleans), Plaquemines and Jefferson Parishes to plan for land uses that work for the mutual benefit of all parties. The JLUS collaboration was funded through a grant from the Department of Defense and Office of Economic Adjustment.
Initiation
This project was administered locally by the Plaquemines Parish Government. GCR Inc. completed the initial JLUS Study in March of 2011, which included a number of recommendations to implement strategies identified during that process. The Parish then retained GCR Inc. to assist in the next stage, which developed implementable solutions in response to the 2011 study and enact those solutions.
Process
The Implementation process lead to three solutions that were adopted by the Plaquemines Parish Council on September 11, 2014.
